The AbsenteeVote (ABVote.com)  wizard for UOCAVA voters shows the local election administrator the comparison of
  1. the information the voter entered into the website,
  2. the information which the voter had earlier filed in requesting to be added to the UOCAVA list, and
  3. the information recorded in the state registered voter database.

It even marks the mismatches, so the administrator can judge whether the omission of a suffix such as Jr. or Sr., or a directional such as Walton Ave rather than E Walton Ave, is substantive.

The administrators can use their skilled judgment to approve or disapprove the request.  They furthermore can override the automatic assignments of the program such as ballot style or type.  The local administrators retain control.
